I've been offered Pennington and Julius Jones for Cutler. ?

Cutler is a top 10 type QB and Pennington is barely backup material. Jones has never fully proven himself and surely you can a decent RB to plug into your bye week holes. Now way I take a deal like that, see if someone like Chris Johnson, Fargas, Felix Jones or Andre Hall (good sleeper ,Denver always has a RB surprise, he is the new chosen one). Cutler is way too good to trade away, it would gut your QB scoring with very little bench improvement (never trade a solid starter to fix a bench....they are the bench guys for a reason).
